(Nov. 12, 2019)<\/strong> \u2013 Today, national leaders gathered in Lake Nona to announce the recipients of $900 million in federal BUILD grants awarded by the U.S. Department of Transportation. Among the recipients, Orange County, Fla. was awarded a $20 million grant to create a robust Local Alternative Mobility Network (LAMN) in Tavistock Group\u2019s Lake Nona community in the City of Orlando, accommodating and enabling new transportation solutions for metro Orlando\u2019s fastest growing region. Specifically, the BUILD grant funding will go toward creating new and modifying existing infrastructure in Lake Nona, including multi-modal corridors with dedicated autonomous vehicle lanes, bicycle and pedestrian pathways, an integrated and multi-use mobility hub, and support for autonomous vehicles (AV), all designed to reduce automobile dependency. This is the first BUILD grant awarded to Central Florida.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Joined\nby Florida Governor Ron DeSantis, U.S. Department of Transportation Secretary\nElaine L. Chao made the announcement in the heart of the Lake Nona community,\none of the fastest growing regions in the state of Florida and one of the\nbest-selling communities in America. \u201cThe Administration is targeting BUILD\nTransportation grants to repair, rebuild, and revitalize significant\ninfrastructure projects across the country,\u201d said U.S. Secretary of\nTransportation Elaine L. Chao.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith this ambitious project, we strive to create better mobility\noptions,\u201d said Orange County Mayor Jerry L. Demings. \u201cThis is about looking\nahead to new technologies and innovative transportation solutions to ensure the\nfuture mobility of our residents and visitors.&nbsp;Tavistock has continued to be a great\npartner in our community espousing smart growth and innovation in\ncommunity-building.&nbsp; We are pleased that they have stepped up to be the\nsponsor for this exciting project.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nLAMN project includes five major components aimed at reducing automobile\ndependency: a full-service mobility hub, infrastructure for autonomous\nvehicles, a bicycle transportation network, linear park, and linear park\nbridge. Each component is designed to work with the others to enable\nintelligent solutions for regional and local transportation in Lake Nona, a rapidly\ngrowing area of Orange County within the City of Orlando limits and adjacent to\nOrlando International Airport, and will better connect residents, visitors,\nveterans and students to employment centers, medical facilities, essential\nservices, retail, education and entertainment options. BUILD grant funding will\nsupport the planning, design, and construction of each component\u2019s critical\ninfrastructure, including shared mobility lanes, dedicated rights of way (ROW),\nrecovery zones for bicyclists, sheltered waiting areas, upgrading of existing\npedestrian and bicycle paths, naturally shaded and streetscaped environments,\nand LAMN wayfinding. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis\nis an incredible win for the region and yet another example of how the right\npublic-private partnerships can distinguish themselves and win big when we\ncollaborate together,\u201d said Rasesh Thakkar, senior managing director of\nTavistock. \u201cThe Local Alternative Mobility Network is a forward-thinking\nproject within the Lake Nona living lab environment that will better position Orange\nCounty and Orlando for a new wave of multi-modal transportation solutions, all\nwith a view toward scaling the learnings from this innovation to the rest of\nthe region, the state and the country.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In\naddition to the LAMN proposal, Orange County will use key findings from the\ndevelopment and operation of the project that will help expand the program to\nother parts of the County, including applications in improving mobility for the\ncounty\u2019s 1.4 million residents and 75 million annual visitors. This is in\naddition to the research and education programs being sponsored&nbsp; by Beep, the operator of Lake Nona\u2019s\nautonomous shuttles, which will provide additional learnings and advancement on\nautonomous vehicle technologies and the impact they will have on safety and\ntraffic relief as well as serving as a living lab for the broader autonomous\nmobility ecosystem to innovate, collaborate and pragmatically drive this\nimportant technology forward. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe\nselection of Orange County for this U.S. Department of Transportation award is\na testament to the vision, innovation and leadership that has come to define\nthis Central Florida region and we are very pleased to be a part of it,\u201d said\nJoe Moye, CEO of Beep. \u201cThis public\/private partnership is a tremendous example\nof how government and industry can collaborate to develop new, safe, innovative\nmobility solutions for our citizens and, under Secretary Chao\u2019s leadership,\nprograms such as the BUILD grant are making a huge difference across our\ncountry in delivering a wealth of advantages to residents, visitors and\nbusinesses in communities like Lake Nona.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nLAMN plan will also lead to widespread job creation for the project\u2019s maintenance\nengineers, attendants, operations center analysts, and other jobs affiliated\nwith the ongoing operations of the project. Temporary construction jobs will\nalso be created through the installation and implementation of new facilities\nand infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nhighly competitive BUILD grant program funds investments in surface transportation infrastructure and are\nawarded to projects that have a significant local or regional impact. The\nFY 2019 BUILD program\u2019s selection criteria gave special consideration to\nprojects that emphasize improved access to reliable, safe, and affordable\ntransportation including proposals that promote regional connectivity,\nfacilitate economic growth or competitiveness, or energy efficiency. Selection criteria encompassed\nsafety, economic competitiveness, quality of life, state of good repair,\ninnovation, and partnerships with a broad range of stakeholders. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Lake Nona<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lake\nNona\u2019s location and proximity to Orlando International Airport will allow users\nto connect to larger City, County, and State transportation projects like\nVirgin Trains, Lynx, and the planned SunRail expansion. One of the fastest-growing\ncommunities in the country, Lake\nNona is home to the U.S. Tennis Association\u2019s National Campus and\nworld-renowned hospitals within Lake Nona Medical City that attract millions of\nvisitors to Lake Nona each year with projections for the community to have more\nthan 12 million annual visitors by 2022. In addition, Beep\u2019s Innovation Lab\nwill be located in Lake Nona and provide training and development opportunities\nfor autonomous mobility solutions partners around the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lake\nNona is strategically planning for the future with foundational strategies to\nguide development principles well into the future to encourage the continued\nevolution of a community that is healthy, sustainable, vibrant, and able to\nadapt to new technologies, innovations, and global trends. This approach has\nproven to be a platform for growth in Orange County.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Project Components<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nLAMN five components include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mobility Network<br>Hub\n<ul class=\"wp-block-list\">\n<li>Full-service<br>hub facility for recreational and commuter users located in Lake Nona Town<br>Center that will connect all modes of transportation and inclusive of restrooms<br>with shower facilities, digital kiosks, seating, bike racks, storage, and<br>access to dedicated parking.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Autonomous Vehicle<br>(AV) Infrastructure\n<ul class=\"wp-block-list\">\n<li>Infrastructure<br>required for the safe and efficient operation of an AV fleet consisting of approximately<br>20 multi-passenger shuttles on the route network. Infrastructure includes<br>dedicated AV stops, shared ROW lanes, dedicated AV lanes, and AV storage,<br>maintenance, and vehicle charging stations. In addition, the AV system and its<br>users will have access to the same services for the shared bicycle and electric<br>assist programs to be offered in Lake Nona.<\/li>\n\n\n\n<li>NOTE:<br>BUILD grant funds will not be used to purchase vehicles, only to support the infrastructure<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Bicycle<br>Transportation Network (BTN)\n<ul class=\"wp-block-list\">\n<li>Consists<br>of three facility types to accommodate various users:\n<ul class=\"wp-block-list\">\n<li>Multi-use trail<br>network (MUT) provides commuter and recreational corridors for bicycle and<br>pedestrian users alike<\/li>\n\n\n\n<li>Dedicated commuter<br>way provides destination-oriented commuter paths for higher-speed travel<\/li>\n\n\n\n<li>Enhanced and<br>expanded on-street dedicated lanes support the travel of bicycle users<br>throughout the community.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The<br>BTN is complemented by strategically located support facilities, called \u201cRecovery<br>Zones,\u201d that allow users to rehydrate, repair, and recover while biking.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Linear Park\n<ul class=\"wp-block-list\">\n<li>A<br>linear park connecting a dense, mixed-use environment within Lake Nona Town<br>Center, displacing a conventional automobile street with a dedicated bicycle<br>commuter way, dedicated AV right of way, and pedestrian paths organized around<br>an exposed stormwater conveyance waterway<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Linear Park Bridge\n<ul class=\"wp-block-list\">\n<li>A<br>dedicated bridge over the highly traveled, six-lane Lake Nona Boulevard,<br>providing bicycle and pedestrian access to the Lake Nona Town Center and<br>Mobility Network Hub.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>About Orange County Government<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Orange County Government strives to serve its\ncitizens and guests with integrity, honesty, fairness and professionalism.\nLocated in Central Florida, Orange County includes 13 municipalities and is\nhome to world-famous theme parks, the nation\u2019s second-largest convention\ncenter, and a thriving life science research park.
